The Hon. R.A. SIMMS (17:31): I move:
That standing orders be so far suspended to enable me to move an instruction without notice.
Just to explain to members, I indicated this morning that I would move a motion to do this. I have been advised that I am required to seek a suspension of standing orders because my amendments relate to the Passenger Transport Act, so this procedural element is required. To save members time, I am only going to speak very briefly on the reason for seeking this suspension, and that is so that we are able to amend the Passenger Transport Act to enable or to require that the minister provide free public transport for the duration of any such emergency declaration.
I think it makes sense that in circumstances where fuel is being rationed an alternative transport option is made available for South Australians. In the event that this amendment is not carried today, I hope the government will certainly consider that if it finds itself in a situation where we are declaring fuel rations it will step up and provide support for South Australians in terms of free public transport. I think that is the bare minimum that people in the community would expect.
I am disappointed to hear that this is not being supported by the Liberal opposition, given their position on this matter previously. I am disappointed, but not surprised, to hear the position of One Nation with respect to this. I know they love a free ride, but only on Gina's private jet. They are not interested in free public transport. It is very disappointing and I will continue to push for action on this issue.
