Question: Homlessness Review Finds SA System Is Failing

16 September 2026

The Hon. R.A. SIMMS (15:15): I seek leave to make a brief explanation before addressing a question without notice to the minister representing the Minister for Human Services on the topic of homelessness system funding.

Leave granted.

The Hon. R.A. SIMMS: In 2021, the South Australian Housing Authority (SAHA) rapidly reformed the homelessness sector by commissioning the Homelessness Alliance model. Homelessness services were later transferred to the Department of Human Services. I understand that in June of this year the Department of Human Services released an independent review of the South Australian homelessness system, following issues raised by the Auditor-General ahead of current service contracts ending. The review found:

…the current model is not well positioned to deliver a coherent, equitable or sustainable system response. It recommends discontinuing the five-Alliance structure and applying Alliancing principles at a system level, supported by strengthened system architecture and the direct contracting of services.

My question therefore to the minister representing the Minister for Human Services is: what action has the government taken in relation to this review and will there finally be an increase in funding to the homelessness sector?

The Hon. E.S. BOURKE (Minister for Climate, Environment and Water, Minister for Tourism) (15:16): I thank the honourable member for his question and I will seek further information from the other place from the minister.
