Greens Warn of Park Lands Penthouses in Golf Course Redevelopment

25 June 2025

The Greens will move to prohibit housing and hotels as part of the redevelopment of the North Adelaide Golf Course when the Government’s bill hits the Upper House this week, as new research reveals luxury accommodation is a key feature of many Greg Norman designs.

Key points:

  • In February the Malinauskas Government revealed it had struck an agreement with ‘Greg Norman Golf Course Designs’[1]to redevelop the North Adelaide Golf Course.
  • Last week, it revealed special legislation to give the Government the power to circumvent the Adelaide City Council and approve the development.
  • Greens research reveals that luxury accommodation is a key feature of almost half of the golf courses designed by Greg Norman.
  • Of the 104 golf courses designed by Norman across the globe, 51 have some form of accommodation (9 residential housing and 42 with hotels).
  • Hotels include a Trump International Golf Links and Hotel[2]in Ireland and there is a Trump housing development as part of a Greg Norman designed Golf Course in Charotte in the US[3].
  • The Greens will move an amendment to the bill on Thursday to prevent the project from including any accommodation (including hotels or housing).
  • Other Green amendments will seek to strengthen consultation with Council and protect significant trees.

Quotes attributable to Robert Simms, Greens MLC

“The Government is asking the Parliament to give them a blank cheque on the Adelaide Park Lands by supporting this proposal when we haven’t even seen the plans. If the history of Greg Norman Designs is anything to go by, there’s a real risk that a luxury hotel or even luxury housing could be part of this Labor land grab.”

“The Park Lands belong to all South Australians and shouldn’t be the play-thing of the mega rich. Given the lack of checks and balances in this bill, there’s the potential for private developers to be able to drastically change the character of the Parklands. A ‘Trumpesque’ development would be an absolute disaster.”

The Parklands shouldn’t be privatised in this way. This will be a real test for the Malinauskas Government and the crossbenchers who support this plan. They must back this Greens’ amendments to rule out penthouses on the Parklands once and for all.”

“Adelaide already has a hotel on the Adelaide Oval, do we really need another on our public green space?”
